Light Yagami was the smartest and most capable on his own.
L was certainly brilliant, but not as much as the unstoppable team of Mello and Near.
The reason L wasn't smarter than Light was that he was far too reckless.. and that's why he was taken out in the end. Light's genius was perfect the whole way through- diligent and chance-taking while setting up an army that he had complete control over. Near wasn't daring enough, and missed things that people that were willing to take chances would have caught early and easily. Near certainly wouldn't have learned about the Death Note in time to make any difference in fate if Mello hadn't come and told him about it. Mello, on the other hand, did not have the same mental capacity as Near and was practically insane with his hatred for him and became frustrated and angry too easily... It was safe to say that it wasn't either of them in the running.
